Natural Power has successfully completed a comprehensive offshore wind market study on behalf of BrestPort, providing strategic insights to support the continued development and positioning of one of Europe's leading offshore renewable energy hubs.
BrestPort, the Port Authority for the Port of Brest in Brittany, France, is a key player in the European offshore wind sector. Located at the crossroads of the Bay of Biscay, the Celtic Sea and the English Channel, the port benefits from a highly strategic location, dedicated offshore renewable energy infrastructure and strong industry connections.
Over the past 20 years, BrestPort has invested more than €250 million in the development of facilities dedicated to marine renewable energy. The port's specialised infrastructure includes significant development land, high ground-bearing capacities and a 400-metre heavy-load quay, enabling it to support the growing demands of the offshore wind industry. Further investment is currently being made through the InFloW project, which will enhance the port's capabilities and strengthen its position within the evolving European offshore wind market.
To support its future growth strategy, BrestPort commissioned Natural Power to undertake a detailed assessment of offshore wind opportunities across Northern Europe. The study examined both fixed-bottom and floating offshore wind markets, providing an up-to-date analysis of market trends, project pipelines and long-term industry developments.
Completed in spring 2026, the study delivered a comprehensive overview of offshore wind activity across Northern Europe, alongside a detailed assessment of the regional market surrounding Brittany. Natural Power's experts analysed key factors influencing future market opportunities, including project deployment timelines, floating wind maturity, turbine technology evolution, project bankability and wider market dynamics.
The assessment also included a detailed review of the competitive landscape, enabling BrestPort to benchmark its position against other European ports and identify opportunities to strengthen its value proposition.
The findings identified significant opportunities for BrestPort to expand its project portfolio, enhance its service offering and reinforce its role as a leading hub for offshore renewable energy development in Europe.
Commenting on the project, a representative from BrestPort said:
"Working with Natural Power has been a very positive experience. The team demonstrated a deep understanding of the offshore wind sector and delivered a high-quality market assessment tailored to BrestPort's strategic ambitions. The study provides valuable insights into the evolution of both fixed and floating offshore wind markets and offers clear recommendations to support our future positioning and investments. We particularly appreciated the professionalism, availability, and collaborative approach of the team throughout the project."
Pierre Warlop, Country Director, France, at Natural Power, said:
"BrestPort has established itself as one of Europe's most important ports for offshore renewable energy, with a clear vision for supporting both fixed-bottom and floating offshore wind development. We were delighted to support the team by providing an independent market assessment to help inform future investment and strategic decision-making. As offshore wind markets continue to evolve across Europe, ports such as Brest will play an increasingly critical role in enabling project delivery and supporting supply chain growth. We look forward to seeing BrestPort continue to strengthen its position as a leading hub for offshore renewable energy."
